Business community slow to upgrade

In the past few weeks I've noticed a couple of things about the software (operating systems) being used in large institutions.

Our Bank is running Windows 2000 Professional and our brand new modern Regional Hospital Emergency, uses Windows XP Professional.

Why would this be?
