What's up with WHOIS?

Not sure if I'm just being dense or if something has gone wrong on the internet!

What the heck is up with WHOIS?

A domain name for an NGO I work with expired because the guy who was supposed to be paying the bills kept deleting the emails about the impending expiry, thinking they were spam. Sigh.

So somebody (?) grabbed it (it was/is registered with GoDaddy) and threw up a one-page placeholder about taxes - no contact info, etc., nor any sort of "buy this domain" info. Odd.

Anyway - I'm trying to find out who the current owner of the site is to see if we can get it back for less than a gazillion dollars. But WHOIS no longer gives me the registrant record...

updated: Ok. I think I see what's going on here. The registrant record is set to private. Meanwhile, the same registrant (GoDaddy) is itself selling a "make a certified offer to the current owner", charging $70 + commission to serve as a go-between as you try to get the domain back (that's on top of whatever you offer the current owner). That's a little bit dirty.

They're presenting the domain as being owned by a third party, when they themselves (probably?) have simply repossessed it, and are essentially holding it for ransom.

Jerks. Unless I'm misinterpreting the situation?
