I need some quick advice for my inland who are purchasing e trailer for $2000 on eBay. The money is being held in escrow and they just got this email from eBay requiring the pay $1000 for insurance which is refundable. Here's some of its content. Any reason for concern?

The insurance and forwarding taxes will be refunded to you after the inspection period ends via cashier check. This requirements is mandatory in order to complete the transaction.
