Apple TV IP Address curiosity

We just recently got a new and new to us Apple TV which after ten days I've finally got it and all our TV, 5.1 audio receiver, DVD, PVR, iPads and iMacs working as I want just using our single older Logitech Harmony Remote. It would have been much less hassle if the Logitech/Harmony software directions had been more helpful and at least accurate which I finally figured out that it wasn't. :(

During the setup/configuring procedure I discovered that the Apple TV could not be plugged into the audio receiver's switched AC power, as the Apple TV would usually not get a proper IP address from our 2012 Airport Express that's e'net connected to a Shaw modem.

When powering up or restarting the Apple TV it will usually get an IP address that does not work with an address of 192.168.0.1. It takes several ATV and/ or Airport Express tries and restarts to finally get a working address of 10.0.x.x.

So as long as the Apple TV stays plugged into a live AC receptacle and the power doesn't quit, everything is fine for now.

But I'm quite curious to know how and why the Apple TV could be getting such a non-working IP address as 192.168.0.1 when "connecting" to our named Airport Express via a wireless connection, and it was my understanding that the Airport Express usually provides a 10.x.x.x IP range.
