Apple TV and iPhone 4

My mom was kind enough to give me an Apple tv(3rd generation) but she forgot the little remote? so setup is tough for me. I've heard there's a way to set it up using just an iphone. Is this true? I have an iPhone 4s and iOS 8.4. I've tried unplugging it to reset it but no dice. It gets to the home and settings screen and there it sits. Maybe I should leave it longer unplugged? Thanks for any help
